I had a 424 that did the same thing. The seals (and piston) on the lift were worn out and had to be replaced. What you describe is not normal and has to be either the control valve or the piston, most likely the piston. You can check by raising the lift with a load on it and then closing the shut off valve. (I think you have one). On the 424 there is a valve that shuts off flow to the 3 pt lift and will lock it in position. If you shut off that valve and the lift still goes down, it is the piston or piston seals that are bad. If will only get worse and eventually you will not be able to lift anything.
