I agree with Doc. Get a gage, take the line loose to the 3 way valve and put the gage in it. Then start her up put her in neutral and let out the clutch and pull the lift all lever to the lift position and see if you are getting any pressure. You should notice some load on the engine if the lift all is working. Running the lift all in lift position going through a 3 way valve won't hurt anything. The pump runs all the time anyway and going through the 3 way valve and returning puts no pressure on it until you activate the valve to lift.
