H stalling

My Dad has had trouble with his H ever since its engine overhaul two years ago (by professional mechanic). First trouble was that it would go through spark plugs like crazy. They would foul up and have to be cleaned, regapped, etc. Then we switched to non Champion "Autolite" hotter plugs and that seemed to have worked. Even with this done tractor doesn't seem to start as quick as usual. Current problem is that it will run for 15-20 minutes then start to stall out and loose power. Before you ask here's what we have done recently: New Autolite plugs, plug wires, dist cap, points, condenser, rotor, new ignition switch, replaced "hot" side ignition switch wire, put new terminals on both ends of wire from ignition switch to coil, checked wire for continuity from coil to dist. Checked for spark at all plugs. This tractor has always started after a few cranks but since overhaul it has been a hard starter. Any help for what to check next would be appreciated. (note for "The RED", this is a Dalton tractor, do you have any advice??)
