Farmall 560 TA Only Works In High Range (Luckily)

My 560's TA works fine in high range (TA clutch engaged). In low range, the tractor moves forward for a second then stops and you can hear the plantary gears whine (I assume its them). Question -- the TA linkage is slightly sloppy but not more than about 1/8 inch out of spec on any of the adjustments. Could this cause the TA clutch not to disengage properly, resulting in the whining gears? Or, as I suspect, is it time for a tractor split and TA rebuild?

BTW, this tractor has a burnt valve on one of the cylinders (tractor to be overhauled this fall) and can still pull a 20 foot wide finishing disk in 3rd gear!
