PTO turns with lever down; and seems to slip

I've got a IH 340 Utility with an independend PTO controlled by a level on the right near the fender.
To engage it, you lift it up and its got a little lock. Two problems: 1. When in the "off" (down) position it really doesn't stop turning any more - which makes putting on the shaft really hard since I have to cut the engine off and the hitch drops to the ground. 2. When I bush hog it cuts OK if the grass (or brush) is short but if I put a load on it (higher grass) it seems to slip and just stop turning - so I have to make several passes cutting just a little each time. Really slows things down. Suggestions?
