Farmall Cub electrical problem

I have a 1948 or 49 I think cub and it was running well until the fall. I left it alone for about four weeks and when I tried to start it, it would not start. It has the original 6 volt system and when and when I pull the starter and work the choke on the carb I seem to get a shock as if something is shorting out. In addition the battey which is new drains almost overnight. Can anyone offer me some help?
