You're definitely running rich. If adjusting the carb doesn't correct the problem, do this:

With the motor stopped and the sediment bowl shutoff valve open, pull the tube off the carb air inlet elbow. If gas drips from the carb air inlet it can be one of several things: The float is sticking, the float level is adjusted too high, the float has sunk, or the float needle valve has something caught in it and it isn't closing fully.
