Hey shan, I rebuilt the hyraulic pump on my H about a year or so ago before I had the loader and now I have a loader on it. As I was taking the pump apart and putting new seals in it(problem for tearing it down) I had to take a big spring off. When you lower a load with the control arm, that spring releases and hits some kind of valve. I would think you may have a weak spring. In the process of putting my old spring back on after I was done, I broke it and got a new one from Case. This spring was a lot stiffer than my old one. Once I had pump back in the tractor, I could let the 3 pt hitch down at any speed I wanted, slow or fast. And it doesnt come down if you hit a bump or shake it, but it didnt do that before. I dont know if that is the problem, but someone mentioned something about a spring and figured I would ive my thought about it. Good Luck! RC
