help with bucket on H

this is what happens when i have the bucket up in any place at all it doesent matter where and hit a bump with the tractor the bucket starts to bounce up and down and will go all the way to the ground only way to stop it is to pull the pump rod out to raise it and then it will stop going down also when its up in the air and i want to let it down slow i cant because it feels like its stuck when i push the rod in to let it go down you have to push it hard then you can go down slow if you try to slow it down it starts bouncing you have to just push it in all the way and let it free fall (to fast for comfort) if the bucket is only 2 ft off the ground you can verry carfuly ease it in and let it go real slow down...thanks shan
