Good advise on checking the oil. For the fuel starvation problem, you may have some TRASH in your carb. Try blowing air throught the fuel line. Use your mouth, not an air compressor (this will damage the float - lesson learned the hard way!!!) May be time to spend $20-30 for a carb rebuild kit. This is your best bet, as it will prevent you from having to wonder if everything is correct with the carb in the future. Good luck on your new purchase.
