Super A Front End - Need Some Opinions

I have been looking at buying a Super A. I am not at all familiar with wide fronts and am not too good with the terminology, so forgive me. The right side of the adjustable wide front has been welded where the two tubes slide together. Basically, the adjustable wide front is no longer adjustable on this one side (at least that it the way it appears to me). The other side, the gear box, and all other parts are in good shape with with no welds. How big of a deal is it to restore the front end to original and how much will it cost? Why would this have been welded in this fashion? Thanks.
