154 Cub Low-Boy

When I engage the pto to run the blades on the woods 50" deck, the belt only runs if I hold the rod half way up. When the rod is all the way up it slows down and will not cut grass. It just stops spinning when it tries to cut. If I hold the rod in the middle it will run but the clutch starts to smoke. How can I solve this problem? Jerry D.
