Farmall H govenor problem

I have a 39 H that I can’t get the governor set correctly. I cannot get the high rpm to go up to the 1850, all I can get is about 1600. I adjusted the high speed screw inside the gov. I tried to set the relationship with the clevis (inside the governor housing)and rod that goes to the carb, but I cannot turn the clevis down far enough to insert the pin like the manual states. Why cannot I get this adjustment? I think this is why I cannot get the 1850 rpm’.
