Dan, one other thing to check is the thrust bearing and the two pins that the outer race pushes against. It sounds like things are worn out and the excessive clearances are stacking up. I have a governor in my barn that has had the rod threaded almost half way down. This was to get the extra pull you're looking for. The two pins press in the yoke that pulls on the clevis. The thrust bearing is available at any bearing supply. I bought mine at Motion Industries for less than 10 bucks.
