Brakes on an H

I have just been updating brakes on an
"H"....cleaned everything, put in new oil seals,
and put on new linings. I found that the new
linings are rather tight, even at the loosest
adjustment settings. you can tell that they drag
some, and the brake cover feels warm after driving
the tractor for awhile. Has anyone else had this
experience? Are the new linings maybe thicker? Do
you think they will wear down to the proper shape
and size? Thank you for your thoughts and for any
advice.........
