I recently did the same thing to my '44 H with similar results. As Farmer Bob noted, I had a heck of a time getting on one side, although I suspect that the band wasn't quite round. When I adjusted the breaks to a point they would stop the tractor while in gear and the clutch out, they would drag and get hot. So I re-adjusted them so that the pedals had 1 1/4 inch of play before the break arm began to move. This eliminated the drag and over heating problem but the tractor now slows way down but won't quite stop while in gear with the clutch out. With the clutch in, however, it comes to a screeching halt. I'm thinking that after a time the linings will wear a bit to match the drum better and I will be able to re-adjust and get good performance regardless of if it is in gear or not. Let me know if you find out some other trick.
