Help removing Farmall A fron tires

I just purchased a 46 A that has flat front tires. In trying to remove them to fix the flats and/or replace the tires, it looks like the original bolts that hold the rim on have been replaced. The problem is the head on the new bolts are too large to get a box wrench or socket on, but small enough so they turn when you try to loosten them. I have tried using a large screw driver blade and even a tire iron to wedge against the head of the bolt but can't hold the bolt to get the nut off. The problem is further complicated by paint that has been put on the nuts and bolts. Any ideas or suggestions would be greatly appreciated. Seems like the only solution may be to cut them off with a torch, but wanted to use that as a last resort. Thanks for you help. Jim
