On the carburetor, take a wrench to the packing nut and hold the adjustment screw in it's current position and tighten the nut some more. That packing simply isn't tight enough against the adjusting screw. That is why it is dripping. Take the side governor plate off. Behind the spring is a thruster bearing assembly. It should slide horizontally but not "wiggle". What kind of RPM problems are you experiencing?
