M carb/governor

I am new to the game. I have my grandpa's '48 M that he farmed with in Wisc. for fourty years now it is MO and I am using you "red-men" as a resourse. The first problem that I am having is with the carberator. There is a constant drip from the bottom I rebuilt it and that slowed it down but did not stop the leak. I had an auto mechanic look at it to make sure that I did the rebuild correctly and he could not find any problems either. This is a simple carb. but this leak has me miffed. Is this a problem with all M's or did I get a bad needle valve? I would also like to know in a over view hav a governor works? I think I have a problem with mine, but can not trouble shoot without knowledge of how it is supost to work.

Oil Bath Air Filters - by Chris Pratt. Some of us grew up thinking that an air filter was a paper thing that allowed air to pass while trapping dirt particles of a particles of a certain size. What a surprise to open up your first old tractor's air filter case and find a can that appears to be filled with the scrap metal swept from around a machine shop metal lathe. To top that off, you have a cup with oil in it ("why would you want to lubricate your carburetor?"). On closer examination (and some reading in a AC D-14 service manual), I found out that this is a pretty ingenious method of cleaning the air in the tractor's intake tract.
