I recently had a very frustrating problem with my Super C carb that sounds like what you are describing.

After rebuilding my carb it still leaked bad. The problem was the bowl gasket was not cut properly to allow the air to vent out of the bowl. Since the air could not get out, the gas would not fill up the bowl to raise the float.

Lay the gasket on the fuel bowl and make sure all is ok there then turn the throttle body over and do the same with it. Mine took some substantial trimming and it was from an IH kit. Now it works like a charm.
