There is an O-ring that seals the spool that runs up and down in that valve. I don't remimber for sure if there is a grove cut in the spool or if there is a grove cut in the housing for the o-ring to fit into and then it just rides on a smooth part on the spool. It's been a little while since I have had one of these valves apart but it's quite simple. The cross shaft is not designed to stop any oil. I have one that is so loose it's a miracle that it still works. Some day I'm just going to have to build up the shaft and maybe the housing too because she is so loose. Good luck with the job of replacing the o-ring. There is only one o-ring in that whole valve and that is the one that is leaking for you.

Oil Bath Air Filters - by Chris Pratt. Some of us grew up thinking that an air filter was a paper thing that allowed air to pass while trapping dirt particles of a particles of a certain size. What a surprise to open up your first old tractor's air filter case and find a can that appears to be filled with the scrap metal swept from around a machine shop metal lathe. To top that off, you have a cup with oil in it ("why would you want to lubricate your carburetor?"). On closer examination (and some reading in a AC D-14 service manual), I found out that this is a pretty ingenious method of cleaning the air in the tractor's intake tract.
