Could be a problem with the cylinder, such as a scored cylinder. A couple of this to try, first, detach the plough and see if the cylinder goes up, if it doesn't go up still you've got issues. I would expect it will though, if this is the case then try to put some other load on it ( there may be mechanical interference) if it raises the you have to find out why it raises with that load, but not with the plough. Also, have someone raise the plough so you can see where it is stopping and possibly why. Keep posting updates.h
