Yeah, I would lift the plow up and down manually and see if it has full range of motion, and all the mehcanics are working o.k. If it does, you are probably not building enough pressure to pick it up. Could be a bad cylinder seal, allowing oil to bypass. I'm not sure what else is in the system, but I suppose it could be a pump problem, or if there is a relief valve, it may be stuck open or set too low.
