I've found evience when I did my Allis Chalmers book that the various rim manufacturers discontinued galvanizing in late 1954 (corresponding roughly to the break between the letter series and the 100 series tractors for IH) because of changes in the manufacturing process. IH of course bought rims from the same manufacturers that Allis did. IH never specified a paint color for silver rims that I know of in the letter series era-they just specified a anti-corrosion performance and reffered to galvanizing. I've recently taken another look at that material at Case-Burr Ridge in ramping up to finish the 100 series book and found some new evidence that there was some disagreement within IH about rims- there are a couple of conflicting change notices. Allis Chalmers practice was to allow the rim manufacturers to use the rim manufacturers specific anti-corrosion paint, not a single color. So there could be many different "correct" colors if indeed some rims were painted in the IH letter series tractors.
