The two holes are threaded and are for bolting on one bracket for the rear cultivator and/or plow. If you have the cultivators I think there should be a piece of flat iron in the shape of a Y that bolts the rear rockshaft to the tractor. These are blind holes and the fluid you see is water from rain etc, I hope. Try sucking it out with the wifes turkey baister and see what you get. Good luck, Dave. PS Don't tell the wife I said to use the turkey baister.
