Generator output on Farmall H - 6 volt

I have a Farmall H that used to charge @ 10 amps when the throttle was opened to anything above 1/2 way. Last week the system stopped charging all together, so I went out and bought a new regulator. I flashed the new regulator, and now I can only get the generator to kick out @ 5 amps at the most. I swapped guages out, but still 5 amps. I checked the voltage on the two posts on the generator and it was throwing out 6 3/4 volts. Is this correct? Where do I go from here?
