1. If the rain cap also has a glass jar, or just wire mesh, there is a clamp bolt to loosen. Most of them just slip off without loosening the clamp. The riser has a plain end, no threads or flange. If you have an after-market rain cap you need to inspect it for the clamp mechanism and loosen it. Penetrating oil for 48 hr may be in order. 2. There is no preferred order for removing the nuts from the studs. Some studs may come out with the nuts, but this is OK. The torque sequence is for installing the head, and consists of tightening the head slowly from the center outward, not unlike pushing the air bubbles out of plastic film on a window. Starting in the center and working out in a circular motion pulls the head down evenly. the actual sequence is really not that important as long as you go in steps and pull from the center out.
