I have been inside most every part of my '38 F30 so I can offer one suggestion. If your engine is free you can check the pistons and rings without removing the head. The I&T manual says the pistons may be removed from the bottom but it should have said ONLY from the bottom. The connecting rods are too large to fit through the sleeves. If they are in good shape continue working on those valves with penetrate if you know there are no rust problems. You will know the condition of your valves and cylinders by looking up into the engine with the oilpan and pistons removed.
