Andrew - Could be several causes - suggest checking in this order: Carburetor idle mixture (too lean or vacuum leak); governor to carb linkage binding or improperly adjusted; worn governor parts - particularly the governor thrust bearing. I had similar difficulties with an M over the weekend. Problem turned out to be linkage binding. Was able to correct by loosening (not removing) the two screws at each end of the tube that connects the governor riser to the carburetor. Then with the motor warmed up and idling, gently wiggled the tube until I found the spot where the motor idled without surging. I then retightened the screws to hold this position. The tractor now runs great.
