I have used electric linear actuators (using ball screws) in place of hydraulics on some projects at work. We chose electrics because it was vital to avoid any mess that would be caused by a hydraulic leak. (We had racks of electronics below and a test operator seated next to it). It wasn't a very satisfactory system, and I would definitely consider using a power steering pump or other hydraulic pump instead. BTW, the cost for our actuators was in the neighborhood of $500 with a capacity of 1500 lb and a 8 inch stroke. It was a 120 VAC system. DC systems are more expensive. If you are still convinced to go with electrics, you might check out Grainger or McMaster-Carr for new actuators, or Surplus Center for surplus equipment.
