Farmall H steering tires

I have a problem where the steering tires are wobbling when in road gear, I have put new tires on, changed tire pressure from 30 lbs to 15 lbs and in between, wheel bearings seem to be smooth enough when wheels are spun, nothing seems to be working for me. Has anyone experienced this and what can be done to solve my problem? My tractor has a narrow front end and is a 1952 model.
