i don't have any steel wheels but all my tractor collecting buddies do, and i've seen them do it this way--- go somewhere llike the co-op to get a set of discarded tractor rears. inside the tire draw two parallel lines with yellow crayon all the way around. the distance between the lines should be the same as the distance across the face of the steel wheel. the next part will be dangerous. you will need to cut along the lines inside the tire, start your hole with a large auger bit, place a thick sharp knife in the hole and pull along the line. if the knife slips, it will cut anything in it's path. of course you want the rubber in the middle of the tread, lay the rubber strip face up on the wheel, line it up and drill the first hole from inside the steel wheel close to the edge (using the existing holes left when you took the steel lugs off) of the rubber strip. make sure the holes you drill also line up with the open spaces between the rubber lugs. when you've connected the leading edge of the rubber strip, go one quarter way around the wheel and drill two more holes side by side, but make the holes an inch short of the holes in the wheel so that you can place a 5/8 bolt about 18 inches long thru the hole inside the wheel out to the hole in the rubber strip, pry down till you stretch the strip around to line the hole beside the hole with the long bolt. use galvanized bolts the same diameter as the holes in the wheel with flat washer on the rubber side and lock washer on the inside with the nut. i don't remember if they used 1 1/2 or 2 in. long bolts. you'll want to get that right before you get 200 bolts the wrong length. you'll make some mistakes drilling the holes in the rubber, but they won't stick out. cut everything a little large so you can trim at the finish. try to imagine what everything looks like before you do it. good luck..use something like old school bus front tires for the front wheels.
