It may be the clutch disc is stuck to the Flywheel, although I would not think that would happen if the clutch is new. The rod to the clutch pedal should be adjusted so that there is around one inch of slack. That is you push the clutch pedal in so the arm is one inch from the platform before you begin to feel the heavy resistance of the main springs of the clutch. If you are feeling that heavy resistance, then something is wrong inside the clutch, or the clutch disk is stuck, as mentioned before. Sounds like you are going to have to remove the Lift All hydraulic unit and look up in there so see what is wrong. Driving the tractor without the ability to stop things by depressing the clutch is dangerous!!
