I'm not familiar with F14's, but on most governors the weights (or flyballs) spin at a speed directly proportional to the speed of the governed motor. In other words, as the motor speeds up, the weights spin farther out from the shaft, pushing on the rockshaft to slow the motor. The weights should pivot freely on their pins when the motor is stopped. Can you tell if they spin when the motor turns? Most governors turn at less than motor speed usually a 2 to 1 or 4 to 1 ratio.
Hope that helps somewhat, as I said, I'm not familiar with the specifics of F14's.
