Governer help

I have an F14 and the governer is not working. I see the problem but would like some ideas. The Thrust bearing does not move outward when you speed up. I have had the sleeve and thrust bearing off and all is free. I see that the thrust bearing should move outward and put pressure on the thrust bearing and then on the rockshaft fork to slow the engine.My question is what causes the sleeve to move outward, are the weights supposed to move? they seem to be solid to the shaft, and I do not see what is supposed to make the sleeve move???
