I'm wondering if that baler engine had ever been worked on. You're obviously onto the issue of the spark timing, but I wonder if perhaps the crank might be out of register with the cam gear. You could have your spark lined up TDC but the valves out of time. If the easier things don't work out, it might be worth pulling the timing cover off to check it out.
