It may not be the top notched sector so much as it might be the little tooth that sits on the lever. Mine is worn pretty rounded and I need to do some work on it. Also look at the bushing on the lever. It might be worn and not keeping the lever flat and holding an even pressure to the top sector plate. Also the end part of the lever that drags back and forth under the sector is probably worn and needs to be built back up. The underside of the sector could also have a groove worn in it and needs building back up. I need to do some work on mine. Just haven't made time for it.
