Replacement notched type throttle (M, H, etc.)?

My M is having throttle problems. It won't hold its throttle position. Instead, it pulls back to idle when I release it. It is the notched type with the replaceable piece that fits the notches. My next step is going to be installing new spring under the throttle lever. It seems to be very weak. I snagged a better "replaceable piece" from Dad's H (temporarily of course), but it didn't help. We've adjusted the linkage, etc. but nothing has helped yet. We've never had great luck with the friction throttle version. It seems they have to be so tight to hold that they are rough to pull once they wear a little. If the problem turns out to be that the notches are too worn out, does any company carry new throttle assemblies?
