The only function of that block that I can see is to keep the roll pin from falling into the valve body. While rebuilding one of my hydra touch valves I noticed that It did not have the block. As luck would have it I droped the roll pin during disassembly and right down the hole it went. I wasn't that hard to retrieve with a pencel magnit. It serves no other function that I can see.
