I asume you have the set screw out I had one i made a puller and used a jack still wouldnot budge so i had to cut it off with torch and then replace with another drum as the drum has to come of to replace the seal i used 1/2 thread rod and a plate then used a jack on the end of axle maybe gave up to quick but didnot want to move so got mad and cut it as i had another drum good luck
