Sounds like you may have some other problems. I rebuilt my carb and had no problems in adjusting. If you did not have the linkage apart, you should be able to adjust the carb with no problem. Turn in the adjustment on the carb till it starts to sputter and then open it back up 1/4 turn. This is on the bottom of the carb, the other adjustment is for the idle speed.
