EZ - Presuming you've got an internally regulated Delco alternator, the problem might be a bad internal regulator. You can test like this: Look for a 1/4" or so diameter hole on the back end of the alternator. About 1/4" deep inside that hole look for a small metal terminal. Start the motor and run it at full governor. Bypass the regulator by taking a small screwdriver, CAREFULLY inserting it into the opening until it touches the terminal, then while screwdriver tip is still in contact with the terminal, grounding the screwdriver shaft to the alternator case. If the ammeter now shows charge (or voltmeter indicates to 13+ volts) it says the internal regulator is bad. If it still does not charge with the regulator bypassed, the problem's elsewhere in the alternator. Also what the rating of the warning lamp your are using? If the lamp is too small (draws too little current) it will not permit the alternator to "turn on". The lamp should be rated at about 200 milliamps - like a #168 or #192 instrument panel bulb.
