The holes are blind. If the casting has not caused a problem it probably will never be a problem. When I restore tractors I always clean and tap the holes and put corks in the holes. After sanding flat and painting they look good and will never fill back with dirt. I always laugh when I do this because they look like twisted off bolts. Won't someone be surprised (and happy) to find they are only cork.
