M Fender mounting hole depth?

Today I decided to start cleaning the dirt out of the mounting holes for rear fenders. I planned to clean them out, chase the threads with a tap, then buy some brackets and fenders. I was getting along well by soaking the dirt with WD-40, then digging it out. One of the holes is VERY deep. In fact, it seems to go through the axle housing. I poured oil into it and it didn't fill up, as if it was going into the axle housing. We've had several Farmalls with open or dirt-filled holes before, but none seemed to be that deep. Anyone ever dealt with these before? You can bet I'll be getting bolts into those holes real quick!
