H RUNS RICH

I HAVE A 1942 H THAT I HAVE RESTORED. IT STARTS AND RUNS OK BUT IT SEEMS TO BE RUNNING RICH. I HAVE REBUILT THE CARB INCLUDING A NEW NEEDLE AND SEAT BUT IT DOESNT HELP. I CAN TURN THE ADJUSTMENT SCREW IN OR OUT AND IT DOESNT SEEM TO CHANGE ANYTHING. ANY THOUGHTS ON THIS WOULD BE APPRECIATED.
