I had the same problem on my '51 H several years ago. It only acted like it was flooding at idle. I could see wisps of black smoke coming out of the muffler. It ended up being the idle mixture screw. It is the one that faces the front (radiator) of the tractor. To lean the engine, turn the screw counterclockwise. I know it seems backward to increase an opening in a needle valve to get less fuel, but it actually meters air not fuel so when you "open" it up you get more air - creating a leaner mixture. Also, remember to stay away from the fan. It would be better to use a short screwdriver for this adjustment.
