Sounds like your carb float may be set too high, or it is sticking, or it has a hole in it. As to timing the mag, the manual will tell you to do it with the engine stopped. Take the center wire out of the distributor, then Take the mag bolts loose and rotate the mag back as close to the engine as you can. Then turn the engine until it is TDC of the compression stroke on No. 1 cylinder. Then rotate the Mag out from the engine until you hear the impluse coupling trip. Then tighten the mag up and check by rotating the engine until you hear the impluse coupling trip. It should then be at TDC. It it is at TDC, it is timed correctly. I'm giving you what the manual says. I thing the engine will run about anywhere within the adjustment of the mag timing. If your impluse coupling is not triping uniformly, or is sticking, you will not get it timed correctly. If the impluse is not operating correctly, it will be hard to start. If your H is 12 volts is converted to 12 volts, it should start on the 1st or 2nd turn.
