1955 300 utility value

Found a 300 utility this last weekend and was wondering what it is worth. Tires were up but badly cracked, seat gone, bad paint, t/a, live pto, 2pt. welded, carb side hood missing, spool valves taken off and rusty, fender missing, air cleaner missing intake and carb tubes, gear shifter stuck, has a 12v battery and looks like wiring problems, must have sat for aleast a year, tried to move engine with fan no luck, how do you tell if this has power steering? any info would be great thanks chris
