This guy has did this twice? Well, you have more patience than I do. Good luck in whatever you decide to do. I would contact the sherriffs department in his area. A detective should be able to take a report and start the process of prosecuting this guy. He sounds like a real skunk, I wouldn't be surprised if he isn't a regular topic of local law enforcement. You could also pay a lawyer to send him a formal notice of intent to sue and let him know if found guilty he could be laible not only for your loss but all associated legal fees and cost of your to travel to the trials. This is a move that could get his attention but the downside is this alienates you and him for further negeotiation. He would have to contact your lawyer for negeotiation. Or you could break his legs. I have my preference of how to deal with this type situation.
