T/V - I've worked at Many companies buying machining and precision made parts... Not too many of them would ever approve welding for fixing-up worn parts or parts that were machined undersize... It's more expensive to have done... but Has your Crank Grinder ever looked into "Metal Spraying"? The process I've seen goes on kinda like a metal power sifted thru an acetylene torch flame... Bonds to the parent metal better than chrome plating...doesn't seem to cause cracking like welding and is easier for the crank grinder to machine afterwards... Typically the area to be built-up is machined down so .050"-.100" thickness is applied after it's to finished size. The surface is roughed-up almost like threading. I'd start looking in the Yellow Pages under "Machine Tool Rebuilders". It's also known as Metal Plasma Coating. HTH.
